   Rural Utilities Service Telecommunication Loan Program - Policy and Financing

Competitive Communications Group (CCG)

This panel covers the universal service subsidy programs that exist to support telecommunication providers and consumers in rural and high cost areas. All three of the programs presented by the panelists provide subsidies that support telecommunication services to hospitals, clinics, schools, libraries, and consumers in rural America.
Right-of-Way and Easement Practices on Tribal Land
 Information provides Environmental Guidelines and Regulations for Right of Way and Easements on Tribal Lands.
Industry, Taxation, and Sovereignty
This panel covers the combined issues of sovereignty-taxation and the how other governments impact the Tribal and local service providers’ revenues and management on Indian land.  Discussion includes a legal overview of tribal sovereignty and its affect on tribal telecommunication choices; why a tribal utility code/commission is important for setting local infrastructure priorities and guiding relationships with other governments that set policies which impact tribal phone revenues and expansion authority.
National Telephone Cooperative Association
L. Marie Guillory, Vice-President, Legal and Industry of the National Telephone Cooperative Association (NTCA), Washington, DC. NTCA represents nearly 500 small and rural telephone companies. NTCA plays a role in the lobbying that takes place in Washington, DC, assisting rural and tribal telephone company members to represent their objectives in providing quality service to their customers.
General Service Administration & Tribal Long Distance Purchase Options
This panel presents the General Service Administration’s program which qualifies tribes for federal long distance rates and services. GSA is joined by AT&T, an FTS 2000 contractor. GSA and AT&T will discuss the types of products and services they offer to tribes under the GSA contract. The Navajo Area Indian Health Service will share their experiences in working with multiple parties in upgrading their network.
Roundtable: Tribal Nation Options for Improving Telecommunications Capability in their Communities
A roundtable discussion on Tribal Nation options for improving telecommunication capability in their community or on specific program applications. This session was followed by a group discussion.

The presenters discussed how wireless systems can enhance or improve the condition of services in Indian Country.  The discussion provided financing and partnering options for Tribes.  Panel members presented information on new wireless technology that provides video, voice, and data services.  Emphasis is placed on how wireless opportunities can enable tribal business development, and create access to education and healthcare services through enhanced telecommunication offerings.
